You can use the Tags control on reports to filter the rows shown.

Clicking in the Tags field will display a drop-down selector showing the Tags being used by the organization.

Once you select a Tag the report will refresh automatically and show the appropriate results.

You can invert the sense of the search to show all records that do not have one of the matching tags by clicking on the Matching records checkbox to disable the default search logic.
